City Council

Lavon Council Slashes SH 78 Speed Limit And Greenlights $3.4 Million Wastewater Contract

Here’s a recap of the Lavon City Council meeting held May 19, 2026, where city leaders tackled traffic on SH 78, approved a major wastewater construction contract, updated solicitor permit rules, and opened early talks on the next city budget. Residents along major roads, future utility customers, and anyone watching city growth had several items worth noting.

SH 78 Speed Limit Cut Approved

Council approved Ordinance No. 2026-05-03 to lower the speed limit by 5 mph on part of SH 78, from FM 6 to Lake Road, after the latest TxDOT speed study supported the change. City Manager Kim Dobbs said the city had been pushing for speed studies as often as possible in response to resident concerns. For drivers and nearby neighborhoods, the change aimed to address a road many residents use every day.

$3.427 Million Wastewater Lift Station Contract Awarded

Council approved Resolution No. 2026-05-03 awarding the bid for the Lavon East Wastewater Treatment Plant Phase 1 Lift Station project. Drake General Contractors, LLC was awarded the job for an amount not to exceed $3,427,000, with completion set for Nov. 30, 2026. The project was one of the bigger confirmed actions of the night as the city continued working on core utility infrastructure tied to growth.

Gas Rate Increase Fight Authorized, Even With No Current Customers

Council approved Resolution No. 2026-05-02 to suspend SiEnergy Gas, LLC’s requested rate increase effective date of June 8, 2026, so cities would have more time to study the request. The resolution also approved cooperation with other cities, outside legal and consulting help, and intervention in the rate case. Dobbs said Lavon currently had no SiEnergy customers, but the action positioned the city to stay involved in the broader utility rate process.

Solicitor Permit Revocation Power Shifted To City Manager

Council approved Ordinance No. 2026-05-04 updating the city’s peddlers and solicitors rules. The change moved authority to revoke solicitor permits from the mayor to the city manager. Dobbs said the item involved an update to the solicitor permit process, which affects how the city handles door-to-door sales and similar permit issues.

Commercial Site Plan Pushed To Next Meeting

A proposed commercial site plan and landscape plan for Lot 1 of the proposed 205-78 Addition at 1030 S. SH 78 was deferred because the applicant was not present. The project covered 2.414 acres near SH 78 and SH 205. That means nearby residents and drivers watching new commercial activity in that area will have to wait for the next meeting for further discussion.

Board And Commission Appointments Delayed

Council deferred discussion of appointment guidelines and possible appointments to the Economic Development Corporation Board of Directors, Planning and Zoning Commission, and Lavon Volunteer Fire Department Board of Directors. Those seats are expected to return at a future meeting, leaving several city boards still waiting on action.

Budget Season Officially Began

City Controller Patty Parks presented budget calendars and walked council through the start of the budget process. No budget was adopted at this stage, but the presentation marked the opening round of talks that will shape city spending priorities in the months ahead.

Resident Raised Concerns About Nearby Projects

During citizen comments, ETJ resident Zachary Pena raised concerns about a data center near FM 2755 and CR 541 and about the ParcHaus project outside Lavon’s corporate limits. No action was listed on those comments, but the concerns put attention on development near the city and in surrounding areas that can still affect local residents.

No Action Taken Behind Closed Doors

Council entered executive session to discuss the Elevon Amended and Restated Development Agreement and economic development prospects identified as Chalkboard 27, Ignite, and Pathways near SH 78. When the council returned to open session, Mayor Vicki Sanson said no action had been taken.

City Council

Lavon Puts Trash Rates, A $60,000 School Road Land Deal, SH 78 Development, And Sign Rules In The Spotlight

Lavon City Council had a packed June 2 meeting agenda, with topics ranging from a possible trash rate adjustment and a $60,000 property acquisition near School Road to sign code changes, a commercial site plan on SH 78, and updates tied to the city’s long-range growth planning. These were scheduled items for discussion and possible action, not confirmed final decisions.

Comprehensive Plan Update Takes Shape

City leaders had draft concepts and highlights of Lavon’s Comprehensive Plan Update on the table. That process helps map out how the city could grow and develop over time, making it a key item for residents watching future land use, infrastructure, and community priorities.

New Sign Rules Target Master Sign Plans

A proposed ordinance dealt with Chapter 4 of the city code and would add a definition and requirements for Master Sign Plans. The change centered on sign regulations under the building rules, a topic that can affect commercial properties and how business signage is reviewed.

Trash Contract Amendment Puts Rates In Focus

A contract amendment involving Community Waste Disposal put possible market-based trash rate changes before council. The proposal covered collection, hauling, and disposal of municipal solid waste, making it one of the more immediate household cost issues on the meeting’s plate.

$60,000 School Road Property Purchase Under Consideration

A real estate proposal involved 121 School Road and 125 School Road, northwest of Boyd Court and School Road. The measure would authorize the Lavon Economic Development Corporation to spend $60,000 plus closing costs to acquire the two properties, totaling 0.28 acres, for projects tied to business, recreational, and community development.

Capital Improvement Plan Amendment On The Table

A proposed ordinance would amend the five-year Capital Improvement Plan for fiscal years 2026 through 2030. The item also stated the budget amendment would have no direct impact on property taxes, putting city project planning and spending priorities at the center of the discussion.

Commercial Project Proposed At 1030 S. SH 78

A site plan and landscape plan for a commercial project at 1030 S. SH 78 came before officials. The 2.414-acre tract sits west of SH 78 and SH 205 and east of SH 78 and Atlantis Boulevard, placing another visible development question along one of Lavon’s busiest corridors.

Board Appointments Reach Multiple City Groups

Appointment guidelines and openings were in focus for the Economic Development Corporation Board of Directors, the Planning and Zoning Commission, and the Lavon Volunteer Fire Department Board of Directors. Those seats help shape decisions on growth, land use, economic development, and fire service oversight.

Economic Development Talks Head Behind Closed Doors

Council also had an executive session item tied to economic development negotiations involving projects identified as Chalkboard 27, Ignite, and Pathways near SH 78. The closed-door discussion involved possible commercial or financial information and potential incentives connected to business prospects.

Collin County Commissioners Court

911 Funding Push Wins Backing As County Advances FM 546 Land Deal

Collin County Commissioners Court on June 1 spent a short meeting on a few items, but two stood out for Lavon-area readers: county officials formally backed a push for more stable 911 funding, and they approved the next step in a right-of-way acquisition tied to the FM 546 project. Public comments also included a call for more support for soil and water conservation work near Lake Lavon and Lavon Creek.

County Backs Resolution On 911 Funding

Commissioners unanimously approved a resolution supporting changes to the state’s 911 fee system. Commissioner Duncan Webb, who said he serves on the NCT 911 board, told the court the Legislature required next-generation 911 upgrades in 2023 but did not create a lasting funding source after a one-time $150 million ARPA allocation. For Lavon residents, that matters because emergency call systems increasingly rely on mobile phones, while the current mobile 911 fee was described as too low to sustain service long term.

Public Comment Urges More Conservation Support Near Lake Lavon

During public comment, a Wylie resident asked county leaders to support additional funding for the Collin County Soil and Water Conservation District during upcoming budget discussions. She specifically pointed to land near Lake Lavon Dam and Lavon Creek, saying stronger soil and runoff management could help reduce flooding risks. Commissioners did not take action on that request at this meeting, but it put Lavon-connected drainage and land management concerns on the record ahead of the county’s budget season.

FM 546 Project Moves Ahead With Parcel Acquisition

After meeting in executive session, commissioners unanimously authorized staff to move forward on documentation for acquiring Parcel 306 for the FM 546 Myrick Lane Phase One project. The motion said the agreement will be subject to the landowner delivering clear title within 30 days. The transcript did not place this parcel in Lavon, so officials did not spell out a direct city-specific effect during the meeting, but FM 546 is a corridor used by residents in eastern Collin County and the project remains one to watch for nearby travel impacts.

✏️ Wrapping Up the Week

What is moving now is not small: land acquisition, development review, infrastructure planning, and emergency system funding all stayed in play this week. Lavon is lining up both near-term decisions and longer-range growth moves, with more on deck as these items keep advancing. This story is still accelerating.
