❄️🚦 LAVON FREEZE & FORWARD MOTION: TRAFFIC DECISIONS, DEVELOPMENT & CITY BUSINESS

Lavon worked through a cold, disruptive week where winter weather slowed daily routines but did not stop city business. While icy conditions forced schedule adjustments and rescheduled meetings, council and planning discussions still pushed key items forward before the storm. From traffic safety to development planning, it was a week where progress continued quietly in the background. Let’s break it down.

🚨🏛️ LAVON CITY COUNCIL: TRAFFIC LIGHT APPROVED, DEVELOPMENT TALK & CITY BOARDS UPDATED

Lavon City Council met in early January at City Hall on School Road with a focus on traffic safety, development along major roads, and a few key staffing and board decisions. Here’s a clear, plain-language breakdown of what actually happened and why it matters.

🚦 NEW TRAFFIC LIGHT APPROVED AT SH 78 & ELEVON PARKWAY
Council approved an agreement to move forward with a new traffic signal at the intersection of SH 78 and Elevon Parkway. The intersection has seen enough traffic to qualify for a signal, the developer paid for the design, and the state will install and maintain it. This means safer turns and better traffic flow in a fast-growing area of town.

🐾 DEVELOPMENT APPROVED AT 358 N. SH 78
Council unanimously approved the site and landscaping plans for a project called Barks and Board at 358 North SH 78. This clears the way for construction to move ahead on that property along one of Lavon’s main corridors.

🏗️ POSSIBLE COMMERCIAL PROJECT DISCUSSED AT 320 MAIN STREET
Council heard an early presentation about a potential non-residential development at 320 Main Street (Business 78). No vote was taken. This was a first look, giving council members a chance to ask questions and offer feedback before anything moves forward.

🏦 CITY BANKING AGREEMENT EXTENDED
Council approved a one-year extension of the City’s banking services agreement. This keeps the City’s day-to-day financial operations running without disruption.

🗳️ STEPS TOWARD A FUTURE DEVELOPMENT ELECTION
Council discussed starting the process for a future election that would create a special development area near SH 205, SH 78, and FM 2755. The goal would be to help fund infrastructure tied to commercial growth. The election itself would happen in 2026 or 2027, not now.

🧑‍⚖️ MUNICIPAL COURT JUDGES APPOINTED
Council accepted the resignation of the current municipal court judge and approved new appointments to fill the judge and associate judge roles. This keeps the court operating without gaps.

🌳 PARKS AND RECREATION BOARD APPOINTMENTS MADE
Council approved new and returning members to the Parks and Recreation Board. These residents help guide decisions related to parks, fields, and recreational facilities.

🧭 CITY GOALS AND LONG-TERM PLANS WORKED ON
During a separate work session, council members reviewed and discussed the City’s long-term goals and priorities as part of updating Lavon’s Strategic Plan. This shapes future budgeting, projects, and growth decisions across the city.-

🏗️📐 PLANNING & ZONING NIGHT: BIG LAND MOVES, RETAIL SHIFTS & WHAT’S NEXT FOR LAVON

The Planning and Zoning Commission agenda for January 27 laid out several major zoning and development items tied to Lavon’s next phase of growth. That meeting has since been rescheduled to February 10, 2026, but the agenda gives a clear look at what commissioners are expected to take up, alongside projects already moving through the process.

🗂️ WHAT WAS ON THE AGENDA

🌳 ELEVON SECTION 3 ZONING CHANGE NORTH OF COUNTY ROAD 541
Commissioners were set to review a request to rezone roughly 360 acres in Elevon Section 3 from temporary Agricultural zoning to the Elevon Planned Development District. The land is generally located north of County Road 541 and east of existing Elevon sections and the Lavon Ranchettes area. The proposal includes residential, commercial or mixed-use development, along with parks and open space.

🛍️ RETAIL ZONING REQUEST NEAR SH 78 & ATLANTIS BOULEVARD
A public hearing was scheduled for a 1.067-acre property southeast of the SH 78 and Atlantis Boulevard intersection near the Grand Heritage area. The request would change the zoning from an older Planned Development designation to Retail.

DRIVE-THRU COFFEE SHOP PROPOSAL AT 963 S. SH 78
Commissioners were scheduled to consider a conditional use permit for drive-through coffee sales at 963 S. SH 78, near the intersection of SH 78 and SH 205. The request applies to a portion of an existing commercial lot within the Lavon 7-Eleven Addition.

🏬 LAVON RETAIL PROJECT SITE & LANDSCAPE PLANS ON CEDAR STREET
The agenda included review of site and landscape plans for the Lavon Retail Project at 616 Cedar Street, northwest of the SH 78 and Cedar Street intersection, covering approximately 1.22 acres.

📐 ELEVON NORTHEAST COMMERCIAL PLATS NEAR ELEVON PARKWAY
Commissioners were scheduled to review both the preliminary and final plats for the Elevon Northeast Commercial Addition, consisting of six commercial lots on roughly 11.8 acres located northeast of Elevon Parkway and SH 78.

🏢 LAVON LANDING FINAL PLAT AT 358 N. SH 78
A final plat was on the agenda for Lavon Landing, a commercial development consisting of five lots on just over five acres at 358 N. SH 78.

🧱 COMMERCIAL SITE PLAN REVIEW NEAR SH 78 & GRAND HERITAGE BOULEVARD
Site and landscape plans were also scheduled for review for a commercial project at 783 S. SH 78, located northwest of the SH 78 and Grand Heritage Boulevard intersection.

📝 MEETING NOTES & RECENT ACTIONS

Several of these items stem from the December 23 Planning and Zoning Commission meeting, where commissioners took action on residential plats, commercial projects, and planning updates that continue to move through the city’s development process.

🏘️ NICHOLSON RANCH PHASE 4A FINAL PLAT MOVES FORWARD
The commission previously recommended approval of the final plat for Nicholson Ranch Phase 4A, covering 13 common-area lots on 30.9 acres southeast of Lavon Trail Parkway and Rosewood, west of FM 2755, within Collin County MUD No. 6. Approval remains subject to final sign-off by the city engineer and planner.

🏠 NICHOLSON RANCH PHASE 4B ADDS 157 RESIDENTIAL LOTS
Phase 4B was also recommended for approval, adding 157 residential lots and four common-area lots on 29.9 acres in the same general area near Lavon Trail Parkway, FM 2755, and CR 535. The plat now advances toward City Council consideration.

🏬 LAVON RETAIL PROJECT ON CEDAR STREET DELAYED
A previous site and landscape plan review for the Lavon Retail Project at 616 Cedar Street was postponed after the applicant was unable to attend, leaving the item without action.

🐾 LAVON LANDING PHASE 1 SITE PLAN APPROVED ON SH 78
The commission also recommended approval of the site and landscape plan for Lots 1 and 2 of Lavon Landing Phase 1, known as Barks and Board, at 358 N. SH 78. The project covers 3.3 acres and is part of a larger commercial corridor along SH 78.

🧭 COMPREHENSIVE PLAN UPDATE DISCUSSED
Staff have continued providing updates tied to recent City Council actions and ongoing work connected to the city’s Comprehensive Plan, including progress shared through public forums and planning updates.

The Stories Everyone’s Talking About

Community Support & Acknowledgment

Residents continued sharing reflections on living in Lavon and how the community has grown over time. Many also expressed appreciation that neighbors were prioritizing safety and looking out for one another during the winter weather.

Several acts of kindness stood out during the storm. One resident shared that their daughter’s car became stuck in the snow and a man stopped to help get the vehicle unstuck. The family asked for help identifying him so they could properly say thank you, and neighbors responded with supportive comments and offers to help connect them.

Community ISD remained closed throughout the week as conditions persisted. With many back roads and neighborhoods still frozen, the district announced that all campuses would remain closed on Wednesday, January 28, emphasizing safety for students, staff, and families.

Across Lavon, neighbors used social posts and messages to alert one another about icy roads, closures, and changing conditions. From checking in on others to sharing updates and lending a hand, the week highlighted how residents stepped up for each other when travel was risky and routines were disrupted.

✏️ Wrapping Up the Week

As temperatures dropped and roads turned slick, attention shifted toward safety, flexibility, and helping neighbors get through the worst of the storm. At the same time, city decisions already in motion continued moving ahead, setting up the next round of discussions once conditions improve. It was a week shaped by the cold, but defined by steady momentum and a community looking out for one another.
