Lavon Pushes Elevon Forward, Delays SH 78 Project, And Clears New Rules For Signs, Noise, Safety, And Fire Staffing

Lavon City Council’s May 5, 2026 minutes, released and approved on May 19, show a meeting focused on growth, commercial activity, city services, and public safety. Mayor Vicki Sanson led the meeting, with Mike Shepard absent. Here’s the recap.

Elevon Gets More Housing Movement

Council approved an amendment to the Elevon Planned Development District for residential development on about 104.8 acres. The change adds lot types with a minimum lot depth of 110 feet in Pod 3A-East, north of Elevon Parkway. The vote was unanimous.

561 Residential Lots Move Ahead

Council also approved the preliminary plat for Elevon Section 3A, covering 561 residential lots, an amenity center common area, a wastewater lift station lot, and 22 common areas on 172.014 acres. The approval is still subject to city planner and city engineer approval.

Elevon Block Length Waivers Pass

Council approved two waivers for maximum permitted block length in Elevon Section 3A. City Manager Kim Dobbs said the city’s consulting planner made a technical determination. The vote allows the plat process for those phases to keep moving.

141 More Elevon Lots Get Final Plat Approval

Council approved the final plat for Elevon Section 3, Phase 3A-3. That section includes 141 residential lots, one amenity center lot, and nine common areas on about 48.059 acres. The area sits north of Elevon Parkway and east of Elevon Section 3A-1.

SH 78 Commercial Project Gets Delayed

Council took no action on the site and landscape plan for a commercial project at 1030 S. SH 78. A nearby resident asked about screening and security, but the applicant was not present. Council directed the item to return at a future meeting.

Krispy Krunchy Chicken Signs Get Approved

Council approved sign variances for Krispy Krunchy Chicken at 450 S. SH 78, Suite 100. The approval allows two wall signs, one more than normally permitted, and about 48 square feet of total wall sign area, which is 24 square feet above the usual limit.

Sewer Noise Study Gets Discussed

Mark Hill with Freeman Millican Inc. shared results from a sound study tied to the Lavon North Sewer Treatment Plant. The loudest reading was 61 decibels, described as roughly equal to average sound in a restaurant or office. Noise mitigation efforts will continue at all plants.

Nuisance Property Rules Get Updated

Council approved Ordinance No. 2026-05-02, updating the city’s rules for “Habitual Criminal and Nuisance Properties.” The change clarifies and expands which offenses count as criminal activity under that section of city code.

Fire Staffing And July 4 Plans Move Forward

Council discussed staffing and mid-year budget conditions. Staff was directed to move forward with converting firefighters not funded by a proposed grant into a fire marshal position, along with plans for a July event.

Closed-Door Economic Talks End Without Action

Council went into executive session twice to discuss economic development projects called Chalkboard 27, Ignite, and Pathways near SH 78. After both closed sessions, Mayor Sanson said no action was taken.

Collin County commissioners briefly raised a federal road safety grant program that could help fund planning for safer streets, crossings, and accident reduction.
