LAVON REZONES 360 ACRES, CLEARS RETAIL PROJECTS, APPROVES $1.9M IN ROAD WORK

At its February 17 meeting, the Lavon City Council advanced major development plans, approved new retail activity, and committed nearly $1.9 million to street improvements. Residents also raised concerns about wastewater plant noise as city growth continues to accelerate.
Elevon Section 3 Zoning Change
Zoning determines what kind of development is allowed on a property. Roughly 360 acres near County Road 541 were previously zoned for temporary agriculture, which limits building. Council unanimously approved rezoning the land to Elevon Planned Development, allowing residential, commercial, and park space. The vote clears the way for long term expansion in that area.
Retail Zoning Near SH 78
A 1.067 acre tract near SH 78 and Atlantis Boulevard was governed by older planned development rules tied to Grand Heritage. Council unanimously changed the designation to standard Retail zoning. That simplifies what businesses can operate there. A nearby resident raised concerns about screening between homes and future retail, but the change moved forward.
Drive Thru Coffee Shop Approved With Conditions
Council approved a drive thru coffee shop at 963 S. SH 78. Conditions limit building materials, lighting brightness, and speaker noise, which cannot exceed 55 decibels. Speakers must face away from homes and stay inaudible overnight beyond the property line.
Retail Projects Advance With Site Plan Approvals
Before construction begins, developers must submit site and landscape plans showing layout, parking, and drainage. Council unanimously approved plans for a retail project at 616 Cedar Street and another commercial development at 783 S. SH 78. Both projects now move toward construction once final engineering checks are complete.
Fee Schedule Amendment Simplifies Cash Payments
The city’s fee schedule outlines what residents pay for permits and services. Council approved an update addressing cash payments that end in less than five cents. Transactions will now round to the nearest nickel, simplifying in person payments.
Road and Drainage Contracts Awarded
Through its capital improvement program, the city funds large infrastructure projects. Council awarded a $740,587.53 contract for Bently Farms paving and drainage improvements and a $1,204,664 contract for Lavon Trail Parkway improvements. Construction timelines range from 120 to 180 days.
Wastewater Plant Noise Raises Resident Concerns
Multiple residents spoke about noise coming from the Elevon-North Wastewater Treatment Plant. City engineers provided an update on mitigation efforts and planned sound reduction steps. While no formal action was taken, the issue remains active.
Sewer Noise Mitigation Update
Following recent resident concerns, staff presented an update on efforts to reduce noise tied to the city’s sanitary sewer system. The report outlined mitigation steps already taken and potential next improvements as the system continues operating near growing neighborhoods.
Comprehensive Plan Vision Update
The Comprehensive Plan guides how the city develops over time. Council received feedback gathered from the community and discussed how that input will shape the next draft. The plan influences land use decisions, infrastructure priorities, and future zoning cases.
110 Acre Zoning Case Continued
A proposed zoning change near SH 205 and SH 78 involving about 110 acres was formally continued to April 7. The request would allow mixed commercial and multifamily development and may require an amendment to the Comprehensive Plan before final action.
Parking Requirements And Zoning Rules Reviewed
Council held a public hearing on amendments to the zoning ordinance. Proposed changes include updates to minimum parking requirements, revisions to zoning notification sign rules, and adjustments to land use definitions. These standards affect how future development proposals are evaluated.
Retail And Restaurant Site Plan Revision Discussed
A revised site and landscape plan for a retail and restaurant project at 635 S. SH 78 came before council. Site plans show building layout, parking configuration, landscaping, and drainage. Discussion centered on ensuring compliance with existing zoning standards.
Budget Amendment Considered
Council reviewed a proposed amendment to the current fiscal year budget. The adjustment would modify revenues and expenditures without directly affecting property tax rates.
Organizational Structure Assessment Presented
City leadership presented a summary of an organizational structure assessment. The review examined staffing and operational alignment as Lavon continues to grow, with further direction expected in future meetings.
What Happens Next
The 110 acre zoning case returns April 7 for continued public hearing. Parking and zoning amendments may return for final consideration after review. Budget adjustments and organizational recommendations could also come back for formal action in upcoming meetings.
