The city moved forward with an application to the federal Assistance to Firefighters Grant Program. If awarded, Lavon’s share was expected to be about 5% of the project cost, with an estimated maximum city match of $25,000 while federal funds would cover the remaining eligible expenses.

Wastewater Plant Work Advances

Several infrastructure items moved forward as part of the consent agenda, including a change order of up to $13,550 for pipe correction and repair work at the Lavon North Wastewater Treatment Plant. The city also formally accepted public infrastructure for the plant at 360 Elevon Parkway.

Commercial Landscape Plan Clarified

A previously disputed landscape plan for a commercial project at 1030 S. SH 78 was revisited after an engineer said an earlier commitment to install twice the required landscaping had been based on a misunderstanding. A revised plan was presented, a neighboring resident said it was acceptable, and council members approved it unanimously.

New Rules Added For Public Comments

Lavon changed how speakers will participate during the public comment portion of future meetings. The new procedure requires people to submit their name, address, and city residency in writing before speaking. The change passed unanimously.

The city also approved steps needed to participate in Collin County’s Parks and Open Space Project Funding Assistance Program. The resolution certified Lavon’s eligibility, confirmed that matching funds were available, and dedicated the proposed project for public recreational use.

Closed-Door Talks Focus On Retail Prospects

Later in the evening, council members entered executive session to discuss economic development negotiations involving retail projects identified as Chalkboard 27, Ignite, and Pathways near SH 78. The meeting reconvened with no action taken from the closed session.

Lavon Weighs Parking Rule Change For Proposed No-Dine-In Restaurant

A proposed zoning change for property at 783 S. SH 78 is heading to two public hearings as Lavon considers adding a new parking standard for restaurants without dine-in service. The request would amend development rules for the Grand Heritage commercial area by setting a requirement of one parking space per 200 square feet for that type of restaurant use.

The 1.75-acre property sits northwest of SH 78 and Grand Heritage Boulevard. Lavon’s Planning and Zoning Commission will hear the request at 6:30 p.m. on July 28, followed by the City Council at 6:30 p.m. on August 4. Both hearings will be held at Lavon City Hall, and residents will have an opportunity to speak on the proposal.

A candidate packet posted on the City of Lavon’s website appears to provide an early look at the city’s upcoming November 3, 2026 municipal election.
